Dispatchers are overwhelmed by phone calls, and there is often no proof that a reported issue was actually fixed. The system was fragmented and expensive. The Solution I engineered a unified ecosystem that connects all stakeholders in real-time: For Citizens: A simple "Snap and Send" app to report issues like flooding or potholes with GPS accuracy. For the Council: An intelligent dashboard that detects duplicate reports based on location. If three people report a pothole within 10 meters of each other, the system automatically merges them into one job, preventing wasted trips. For Field Engineers: A specialized app for the crew on the ground. I built it to work Offline-First, ensuring they can view jobs and upload data even in rural areas with poor signal. The "Evidence Gate" (Accountability) The most critical feature I built was a digital "lock" on closing tickets. In the past, jobs could be marked "Done" without proof. I implemented a strict validation rule: A Field Engineer cannot mark a job as resolved without uploading a photo of the completed repair. This creates a digital paper trail (Before vs. After photos) that allows Quality Auditors to verify the work remotely, ensuring tax money is spent correctly.
